The CyberDiplomat and the European Institute of International Studies (EIIS), Stockholm, have signed a Memorandum of Understanding to advance cyber diplomacy between India and Europe. The MoU was signed on 8 June 2026 by Sanjana Rathi, CEO & Founder of The CyberDiplomat, and Dr Mario León Torres Jarrín, President and Executive Director of EIIS.
What the partnership covers
The MoU establishes a framework for academic, strategic and institutional cooperation across:
- Cyber diplomacy;
- Critical infrastructure protection;
- Cybersecurity governance and policy;
- Executive education and capacity building;
- Research and publications;
- International cooperation and strategic dialogue.
India and Europe face the same questions about cyberspace. They have rarely had enough shared forums in which to answer them together.
Priorities for 2026–2027
For the coming academic year the two institutions intend to focus on four initiatives:
- Joint policy research: one or two joint policy reports a year, published in EIIS’s Global Policy Perspectives series.
- An academic book: exploring co-publication, subject to funding.
- Seminars: one or two a year, online or in person.
- Executive education: developing a Cyber Diplomacy programme for senior officials and professionals, with in-person delivery for diplomats.
Beyond these, the agreement anticipates fellowships, simulation exercises, joint research grants and centres of excellence.
Who brings what
EIIS contributes academic leadership, research depth in international relations and cyber diplomacy, faculty participation and its European network. The CyberDiplomat contributes cybersecurity and critical infrastructure expertise, training delivery, operational and technical programme support, and stakeholder engagement across India and the wider region.
