In September–October 2022 The CyberDiplomat travelled to Panama to deliver training in cybersecurity and cyberdiplomacy for government and banking officials, hosted at Capital Bank. Sanjana Rathi took part as a member of the team from the William J. Perry Center for Hemispheric Defense Studies at the US National Defense University.
Why this audience
Putting government officials and bankers in the same room is deliberate. A national financial system is critical infrastructure: regulators set the rules, banks run the systems, and an incident at one institution quickly becomes a question of public confidence. Each group tends to assume the other has the problem in hand.
Financial cyber risk is never contained inside one institution. Neither should the training be.

- How attacks on financial institutions actually begin: credentials, third parties, and social engineering rather than exotic exploits.
- Governance and risk management that a board can act on, not only a security team.
- Incident response and continuity when customer-facing services are affected.
- The diplomacy of cyber incidents: cross-border investigation, information sharing and the norms that shape how states behave.
